Automatic Send and receive when using Custom Installation Wizard

I used the Custom Installation Wizard (ORK 2003) to configure an office
installation for our company. When I deploy the package all my specified
Outlook settings apply except the setting "Perform and Automatic Send and
receive when exiting". I have checked the appropriate box for this setting in
the installation wizard, but this particular setting never applies.
-Windows xp SP3
-Office 2003
-ORK2003
