Automatic Send/Receive does not always work

For some reason my automatic Send/Receive fails to function consistently
throughout the day. I will notice that no new mail has been received for a
considerable amount of time, lets say 2 hours. But when I press Send/Receive
and dozens of messages are pulled. I usually have Send/Receive configured to
automatically process every 5 minutes to ensure mail is pulled regularly and
without delay. I've tried configuring it for every 1 minute and the error
still occurs. I currently have it set to every 10 minutes thinking that
overlapping timing may be causing the issue (first send/rec isn't complete
before next is scheduled). My next step is to try a longer time, though I
prefer to have my mail pulled quickly.

Unsure what other data to provide other than my setup.

Windows XP Home SP1 with all current critical updates and service packs
Office XP Standard SP2 (updated from Office 2000 Pro)
Outlook 2002 (10.4712.4219) SP2
Norton System Works 2003 (NAV 9.05.15) NAV is default engine running
McAfee Virus Scan Pro 7 (7.02.6000) this is installed but fully disabled,
only used for occasional manual scans

I have 8 POP accounts configured, with 7 set to be included in the
Send/Receive, the 8th sitting there inactive and unused.

The last thing to note is that I do have a 3rd party Outlook utility
installed that provides the ability to minimize Outlook to the systray.
However, I'm unsure what it is, where I found it, or how to remove it. It's
been installed for over a year with no issues to my knowledge. This
automatic Send/Receive issue has only recently begun. I install/uninstall
software fairly regularly and cannot note if a particular application may
have trigged the issue or not.
