Automatic text in "RE" field when answering on "REPLY" button.....

How do I get an automatic text in the "RE" (Subject) field when I answer an
E-mail in Microsoft Outlook....?

My organization will soon demand users to write "non sensitive" syntax in
this field to send outgoing messages...and I wish to make this come
automatic.....
