Automatically ask for attachments before sending

You all know how frustrating it is when you hit the send button and you have
forgotten the attachment. Is there a way to configure outlook to
automatically ask for an attachment before sending?
The same way as no subject (i.e. "Message has no subject, okay to send?")

There is a third party add-in especially for that. I installed it with
Outlook 2003, and it works great. It looks for key words (ugh, only five) in
your message and stops the "send", with a prompt, if they are present. The
idea is that you will mention the attachment in the message. You know how
you would normally mention it, and you assign the 5 keywords. The author's
webpage is outdated, but it's either free or $5.00.

I went to the site and entered the info to get the add-in but they never
responded. I will try to search for the add-in elswhere, unless anyone els
knows where it may be.

The add-in was free only until December 31. As of January, it became US
$5.00
