Automatically Scheduled Task with Start on Constraint and Neg Slack

I have a task highlighted below and I have external constraints that are causing a start date of 8/30/22. There are no predecessors or successors for this task. why does it show negative slack? I have the constraints for this task pasted below as well. Is there a better way to do this? I don't want negative slack
