automating hyperlink creation

I have a customer with a need for a program to help modify
their quality management documents. I hope that you can
help with some insight as to whether or not it is feasible
and cost effective.

They have already created several hundred MS Word & Excel
2000 documents. All of these documents are in a complex
directory tree that has strict naming conventions and the
documents themselves have strict naming conventions. (i.e.
c:\TS16949\document control\R3 - Logistics\FO - Forms\US-
S6-FO-057A.doc) All Word and Excel docs follow the naming
convention of
<2letters>hypen<letternumber>hyphen<2letters>hyphen<3number
sletter>.doc or .xls

In order to meet the TS16949 automotive quality standard,
all of these documents must be linked. The documents
represent workflow and job instructions that, when
modified, have an effect on other documents. What the
customer would like to accomplish is to hyperlink all
document references to other documents.

Based on the above criteria, would it be possible to
create an application that would parse through every Word
and Excel document, find the references to other documents
and automatically create a hyperlink to the document that
is referenced?

If it is possible to create such a program, how much time
and money might it take?
