Is there a way to have an autoresond to all and only internal emails using
outlook 2003 w/ exchange 2003sp1

Exchange by default will not autorespond to external messages. As to
responding each time (you are referring to the Out of Office Assistant,
correct), I don't think it can be done, but ask in an Exchange newsgroup.
