Avery 5267 prints extra row

I am using the mail merge feature in Word 2000 and importing an excel
file. I go through the wizard and merge the different labels. The
problem I am having is that when I print, it prints out the row from
the next page onto the previous page. The label sheets have 4 columns
and 20 rows. The first row of page 2 prints out below row 20 on the
1st page and what is supposed to be row 2 on the 2nd page prints out
in row 1 on the 2nd page and continues for each page after that. Does
anyone haev any ideas how to fix this problem. I beleive this worked
fine in Word 97 but not in Word 2000.

If you look at the Mailmerge main document, how many rows of labels
(populated with mergefields) are there?

The document with the actual label data has 21 rows and the document
with the fields and format
<<next record>> <<DATA>>
has just the 20 rows.
