Back to sync with actual values + hammock task

Hi all

MS Project + Server 2007, We have a problem with a project plan which
every time we open it we get the "This action may result in Actuals
out of sync with.." message (the "Restrict updates" option is
enabled). Every We go to tracking > sync with actuals, and the plan
also supposed to sync on every save , but then when we open the
project again, we get the sync message again, before we even did
anything at all. Seems like the out-of -sync is unfix-able!

about Actual work values and Hammock tasks, and indeed we have hammock
task in our plan, and have the problem of Project wrongly spreaded the
actual work entered by user in PWA to something like 0.18h for every
day of the next few weeks. The suggestion in the attached post was to
change the hammock task to fixed units and deselect effort driven, and
we did that, but I don't know how to recover the original actual work
values input of the user.
We still get the out-of sync message, and I suspect there might be
another reason: there are some milestone tasks assigned to "customer".
Few days ago, the project manager marked few of them as 100% completed
(by clicking 100% on the tracking toolbar). Now I realize that he
needed report it done through PWA (a problem by itself since we are
using the hourse per day option and don’t see "progress" collumn..).
Now, even after tracking>sync to actual, the "task completed" V
indication did not dissapear. How can we undo the 100% cmpleted from
tasks? Should we click 0% for all tasks?
How can we sync back with actual from PWA..?
