Is there a way to make a background fit an internet page so that
scroll bars do not appear even when there is lots of blank space?

Well.....changing the width did get rid of the scrollbars.
Instead of taking from the right, common sense, it took from the left,
and what was on the page on the left, got cut off. I am surprised this
from microsoft. Arranging a simple page is going to take alot of time and
micky mousing around.

The browser adding scroll bars depends on the display resolution, the page
width of the Publisher web, and the browser window sizing.
