Can I use a picture from clipart as a background in a powerpoint
presentation
I can't see why not.
The best place (in my opinion) is to put what clipart you want on the "slide
master"
view > masters > slide master
then position it where you want, then re-size the clip art to your liking.
That way it will appear on all your slides and it will print.
