Background graphics

I would like to put a jpg photo on the background of a slide. The text on
the top is not standing out. Can someone advise me how can I make the
background graphics not too stand-out.

Simply add your JPEG, then while it is still selected adjust the contrast and/or brightness of the JPEG using the sliders at the top of your toolbox/formatting palette. "Darker/less contrast" if you are overlaying light text, "brighter/less contrast" if you are overlaying dark text.
Then add a shadow to the text (formatting palette again) for extra definition (try black, or the darkest colour in the JPEG [for white text], 10% blur, 0 point distance, 0% transparency),
