background image with full bleed

I scanned our company letter head and want it to appear in the background of
Word Docs sent electroniclly. When I Format>Background>Fill Effects>Picture,
it looks good, but then I can't set margins to format the document properly.
The image forces the margins all to zero. Please advise.
