You can't, unless there is a CSS option available, it will always tile to
fix the current window.

You can't.
If you want it to be a single image you will
need to make it as big as the screen.

The problem is that the picture in 1024x768 and up starts to repeat itself on the left side of the page. Is there anything I can do to have the page show only one time.

You would have to make the picture as large as the biggest possible screen
you expect it to be seen on and then in Page Properties>Background check the
'watermark' box. That way, the picture will not scroll. If the picture is a
background, you should not need fine detail, so in a photo editor like
Photoshop Elements, save it as a web photo with a very low optimization so
it won't take such a long time to load.

But making such a large photo might not be such a great idea.
