Looking for a way to write "Approved" in the background of
a cell, yet still keep the content of the cell visible in
the foreground.

Not possible as far as I know. Try playing some carefully selected Eminem
quotes if the cell entry deserves it:

I would tend to look to conditional formatting: eg turn the backgroun
green to say OK.
