Backgrounds for Powerpoint

I am trying to find out what tools, skills I need to custom design my own
powerpoint template with a brushed effect, pictures etc as the background I
can apply to a whole Powerpoint presentation.

Can you help me?

For a brushed effect you will need something like photoshop or paint shop pro or similar to create the effect.
