Backgrounds or Themes for Outlook emails

With Outlook 2003, i used to be able to put photos into background, for my
emails, such as a cubicle drawing in jpg. I am unable to do this with
Outlook 2007, and I was wondering if I was just missing a step somewhere?
Any assistance is appreciated.

Did you get outlook 2007 as part of a suite?
You can send images behind text after inserting them or create stationery in
an html editor.
