I do PowerPoint for my church, and we use a lot of pictures for backgrounds.
I think that PowerPoint should have a button to select pictures for
backgrounds instead of right clicking, then clicking "background," then "fill
effects," under the drop down, then "Picture," then "Select Picture." It
just takes up way too much time.

Billy,

You could make your own toolbar and add the "format > background" to a menu,
That will save you 2 clicks.

Or use the "insert picture from file" customization, then all you need to do
is size the picture to fill the slide
