Bad installer?

I was trying to load additional functionality of MS Office on my wife's
machine w/ XP. (She can only get some of the clip art available for
PowerPoint.) When I do so on my machine (w/ Win98) it works fine, but when
running setup on her machine I get a message:

"The Windows Installer Services could not be accessed. This occurs if you
are running Windows in safe mode, or if the Windows installer is not
correctly installed. Contact support personnel."

I'm not running safe mode, so any idea of what's happening? Thx.
