Banner Ad Manager Question

I use FP2002 for the website I designed. I want to have 3-4 thumbnail size
pictures that change on a "seconds timer" for the top of the page. I have
the Navigation and top logo on it's own page and use it as an includes page
for each page. I tried the Banner Manager, which works fine. But I am
concerned about download time. If I use the FPage method will this cause a
big increase in the time it takes the page to download and display? I
didn't know if using a JavaScript would get better performance.
