Banner Ad Manager

I'm using FP2002 and have just realized the Banner Ad Manager doesn't permit
multiple URLs.

I'm primarily interested in finding a suitable replacement that is cheap
(free?), easy to use, and will run under IE, Firefox & Netscape.

But I'd also like to know what genius created the Banner Ad Manager included
with FP2002? It is amazing to me that someone at Microsoft didn't think,
"Well, this is nice, but it will be useless to just about everyone."

Basically, the Banner Ad Manager was incorrectly named.
