I presume you have your bar chart constructed already.
Click the bar which you want to name to activate it and
then right click and select <Format Data Point...>
Now select the <Data Labels> tab and select
either 'series name' or 'category name' (if you have
labelled the data in the Excel spreadsheet then use
category name). This will place text above the bar.
Now click the text above the bar and re-type in it what
you like. Then drag it down into the bar and place where
you like.
This is the best I can do. I am not aware that there is a
pre-defined way to do what you request.
