Basic Performance Troubleshooting Tips.

My Boss opens excel or word in Outlook (all 2003) and at times it can take a
while to open.

I did solve extremely slow problem by changing printer driver. Better, but
still - at times - slow. Sometimes fine.

What are the basic techniques for troubleshooting performance problems?
