Some features cannot be "activated" when te applications are not from the
same SKU (product package).
It has been filed as a bug shortly after the release of Office 2007 but it
might be classified as a "known limitation" or is too complex to be fixed in
this version as Service Pack 1 didn't fix it and is also not expected in
SP2.
You could contact Microsoft to swap your current licenses for an Office
Suite that contains all the applications that you need. Depending on the
products that you currently have, additional charges may apply.

In case of the last; there are some integration features missing when
using
Outlook as a stand alone application.
In case of the first; uninstall the entire Office suite and install it
again
or try doing a Repair on the installation.
