BCM Toolbar and BCM does not open

We have Outlook 2007 on a small network with a shared database. Everything
has been fine until recently when on some PC's BCM seems to not open the BCM
toolbar is empty and the BCM options are not available.

I can go the the data file from account settings and the shared data file is
listed. I can create a new database on the local machine from here but the
BCM options are still not available. This has happened on other PC's but they
seem to be connected OK for now.

Do you have any suggestions to try and resolve this problem.
