Best package for creating intranet

I have been asked to research the best tool for developing a large intranet.
Currently we use FrontPage but we are looking to change. The main reason for
change is so that some of the owners of the team sites would be able to
modify their own pages in the future.

We have looked at Sharepoint as a lot of the links on the intranet are to
documents but are concerned about the need for training for not only
administrators but users as well (we have 4000 users and do not want to train
them to use the intranet!). Can anyone recommend a package that would enable
us to achieve this?

The best tool would be a content management system of some sort.

With so many users, each editing html pages directly, I think it'd be a
nightmare.
