best program for creating books needing music

I want to create consistent looking documents for children incorporating
t4ext, music notation imported form Sibelius and some graphic cartoons. What
would be the best program to use? I have Publisher 2000 and the music
importation is not successful.

What version of Sibelius are you using?

I tried to insert a page as a tiff file from sibelius into a publisher
document won't paste in any suggestions?...

Export as a PNG file instead (or convert to a PNG in your favourite
graphics program - I don't have Sib4 so can't check if it can export
PNG). Publisher doesn't like all types of TIFF file, so it's best to
avoid them altogether.
