Best program for cross-indexed directory of contacts to publish

What is the best progam to create a cross-indexed directory with contact
information? The directory will be a workin progress, with frequent changes.
The outine of directory catefories is done. Only a few entries have been
collected. I imagine 150 to 300 entries.
