Best way to deploy outlook upgrade to a MSI and active DIr

Hello, We have a group policy already established to install Office XP to
machines in our domain.

Whats the best way to upgrade to Outlook 2003 only with a selected number
of people via active d.

Should i use the CIW and choose upgrade only and pick Outlook

As far as the policy should there be an additional policy or should this be
in the current one.
