IMHO, encouraging & facilitating suggestions/feedback are key to useable SW
(_esp_) if the practice of shipping partly tested SW and expecting user
feedback to help drive any remaining evolution is to be continued

The first page of the MS suggestion wizard says "Enter your suggestion in a
brief sentence (4-10 words)".

1) After using the wizard a few times, one learns of course that this is NOT
the actual suggestion text as stated, but rather, and short summary/title of
the suggestion, and will aslo be used to look for any existing similar
suggestion.
2) this is misleading, and (in my experience) discourages first time users
of the search wizard. Users tend to think "that's ridiculous, what's the use
of trying to submit a suggestion that's limited to 10 words!?"
Please consider changing the description on the first page of the suggestion
wizard to indicate that this phrase is a short summary which will be used as
the title (and also to search for similar existing suggestions).
By the way, perhaps a discussion group/category for feedback on the feedback
mechanism (and MS web site) would be helpful.
