Big problem detected about the reference

I put some reference in paragraph 3 and the cross-referenced
it in paragraph 5. Now I changed the structure of the article and
moved the paragraph to a position earlier than paragraph 3.
Then I did "update".
However, the cross-references does not become an independent
reference ordered earlier than those originally in paragraph 3.

What should I do?
