Don don't you have an Office Works or Office Depot in your town.
The have a large range and different types and colours of Binders.
The would also have binders large enough to put Publisher in.
You may need to punch some holes in Publisher for some binders.

We don't have Office Depots over here.

It depends on your printer too. My printer will setup binder printing.
