Black & White Paste

When I copy an Excel bar chart that uses shading on the
bars and try to paste as a Enhanced Meta Picture in Word
or PowerPoint it is pasted in black and white.

Try copying as a picture in Excel, then pasting into the other application:

Select the chart
Hold the Shift key, and choose Edit>Copy Picture
Switch to Word
Choose Edit>Paste Special
Select Enhanced Metafile, click OK
