blank areas when convert to HTML in publisher? (no/data missing)

When I convert my publisher file to HTML to send as an e-mail I am getting
several inches of blank area. There is no data missing, it is just throwing
in empty space. Significantly more than is on the original file. I have had
the problem in both 2003 and 2007.

It is likely a formatting issue.
