You didn't answer the question. A user can configure Outlook to forward
inline or forward as attachment. Doesn't matter how other Outlook users
have their Outlook configured. If the original e-mail is attached, the
user should see indication of that but it depends on whether they are
formatting the new message using plain-text, HTML, or RTF format. By
the way, unless your organization has a requirement to use RTF, tell the
user to configure Outlook to always send in plain-text or HTML format.
If RTF is demanded, make sure they configure the Internet format option
to convert the RTF message to an HTML message for external recipients
(i,.e., outside your Exchange organization).
If the problematic e-mails are using HTML formatting, right-click and
View Source to see if there is anything inside the message besides just
the signature to ensure it isn't, say, a problem with the foreground and
background font colors (like using the same color for both) which is
also a user-configurable setup within Outlook.
If you are using a file indexer (Google Desktop, Microsoft Search,
Copernic Search, file indexer included in Windows), disable it and
retest.
