Blank Emails from Overseas Friends

My system: 2000 and Outlook XP (Service Pack 1)
My buddy: XP and Outlook XP (patch level unknown)

I can receive emails from overseas people (eg- Russian) just fine.
My buddy gets a blank From header, blank body, but a Subject.

Is there a reason why overseas messages to my buddy might have
this issue? Is it a charset encoding problem? Any known issues?
