How can I get a blank page in one note? I really mean just plain old white? I
want no lines, etc on it.

A blank page is the *normal*/standard in ON.
Just do not use a "template".
And set up the system to show no lines on new pages:
Use "Tools | Options | View" and deactivate the option to show lines.
