Blank report fields

I currently have a report with fields that often are
blank. When the fields are blank the report generates with
a blank area where the field with no data is. Is there a
property or attribute I can set on the report to omit this
part of the report if there is no data?

Go to the properties of that control and set Can Shrink to
"Yes"

I tried this and the report still generates a blank area
on the report instead of moving the data below up on the
report. Is there any other setting that would interfere
with this "can shrink" setting?

Make sure you also set the section's CanShrink to Yes
