Blank Timesheet Tab in Outlook

I've searched high and low, and can't seem to figure this one out:

Windows 2003 Server
Logged in as Administrator
Outlook 2003
Project Server 2003

Downloading and installing the Project Server add-in for Outlook works fine,
and tasks can be imported. When I double-click to open a calendar event
that was imported, the custom form (Project Server timesheet) is completely
blank except for the buttons at the bottom. It shows up fine on an XP
machine, but no dice with the server OS.

I'm logged in locally (not TS) as Administrator, so registry issues don't
seem to be a problem.

I've read KB 302003, which says that Outlvbs.dll (VBScript for Outlook) may
not be installed (but that was with Outlook XP, can't seem to find a file by
that name in an Outlook 2003 installation), and wondered about the
Outlvba.dll add-in, which seems to be loaded by default (has a registry
entry) but unloadable through the COM add-in interface in Outlook, and
unregisterable via regsvr32 at the command-line.

Any ideas? Scratching my head...

Yes, I believe I did that per the installation guide as a preliminary step
to installing Project Server. All Project Web Access functionality works
fine -- SharePoint is setup correctly as well, and works great (all of this
directly on the server in IE).
