Blank WSS Template Dropdown and can't create WSS Sites

Configuration: Project Server 2003 with Patch 2a, SQL Server 2005 - both on
same server.

Having a couple of problems:

1) On Admin>Manage Windows SharePoint Services page, my Site Template
dropdown menu is blank. If I go directly into WSS, I can create a site and
in doing show it shows me the traditional WSS templates. How do I get them
to show in Project Server?

2) I don't know if this is connected, but on Admin>Manage SharePoint Sites,
I try to select a Project Name that doesn't have a site (not hard since I
haven't been able to create any sites successfully yet) and then click on
Create Site. I then get an error "Error occurred when creating site. Site
does not seem to exist." Seems like it must be a user permission problem.
On the WSS side, I can log in to the machine using my ProjectServer id and go
through the Central Admin page to create a site from a template. Also, I
think that the App Pool looks like it is set up correctly. Any thoughts on
how I can troubleshoot or resolve this would be greatly appreciated!
