Blinking field

In Access, can you set a field that will flash or blink if certain parameters
are met, for example, the number entered is less than 10?

Fortunately, no. Access does not support the blinking attribute for text.

If you really want it to flash, you can use the timer of the form to
simulate it. Details in:
