Not easily, and be forewarned that most people HATE this. But if you insist,
search Google newsgroup archives. You'll find several approaches.

Ending the word Information with an "s" (in English) makes
blinking text a redundant annoyance. Judicious use of boldface,
colors, fonts, and capitalizations are also attention getters
that are easily misused but you'd almost have to work at it
to get them to be as annoying as blinking text or moving text.

In fact in web browsers blinking text, and moving text (marquee)
are some of the first things people turn off in their browser once
they find out they can do that, as in zapping "cheap effects".

If only it were as easy to turn off the virus-spreading functionality in
certain browsers and e-mail readers, which will remain nameless.

If the purpose is to annoy, an event handler calling a seprate subroutine
that in turn calls itself repeatedly via OnTime and runs sound files after
turning all volume settings to maximum would be much, much worse. One is
left to imagine the benefits to humanity once olfactory multimedia is added.
