Blinking - Word 2002

When I open Word and try to open a document the blue bar
at the top just blinks for about 15 to 180 seconds. Same
with print or save. After waiting once everything works
just fine.

What's the fix?

Disable the Office Plug-in option in Norton Anti Virus.
