Block creation of enterprize resources 2007

I had a project manager create a bunch of new enterprize resources when she
imported a older .mmp file by accident. How can I change the security to
block the creation of enterprize resources? Manual creation of new
enterprize resources and only by the administrator would be what I would be
looking for.

Thanks this works.

Remove the "New Resource" global permission from all security groups with the
exception of the Administrator security group.
