Block Deletion

When you use project professional to see the list of projects on the server,
there is a "delete" button. Is there a way to deactivate this button?

Try this:

Edit the group > permission 'Delete Project' to Deny.

Or
You can create a new Category with 'Delete Project' permission set to Deny
with groups of users you want to restrict deletion of project plans.

Using Remote desktop or some terminal solution is the way to go in this
scenario.
Managers can access PWA without RDP but there is no easy way to access
Project Professional client remotely without some kind of terminal solution.

Your managers are already using it the right way.
