Blocked senders list seems to be frozen!

My Outlook Express 6 blocked senders list. Everything in it u can add or
delete & it will stay that way as long as u don't close it! But if I close
Outlook Express & then bring it back up the blocked senders list is just like
I'd never touched it! Message Rules are not affected just the blocked
senders list! Help! Thanks
