Blocking non-US or Canadian top-level domains

Vista and Outlook 2007

I have set the option to block all international TLDs except .US and .CA yet
I am still receiving emails from .IT, .DE, .NL, .CZ and others. Does this
feature not work or is this likely a case of email spoofing?

Check the header and see if all the addresses are from the blocked domains

The sender and from addresses aren't necessarily related. Perhaps that's
the difference here.
