Blocking

I have Outlook 2000 and NEED to send and recieve messages
containing a URL. However it is blocking these as an
unsafe attachment. I don't care if it blocks an exe....
but my accounts program generates and email containing a
URL for online payment.

How can I turn off the URL blocking, help anyone???
