Blue Lines- reply with "

Hi All,
I am trying to reply to emails and I setup Outlook 2003 to reply with a
prefix mark but I just get a blue line? Do I set this up under Tools, Email
Options? Do I need to do anything different, should I use plain text or
html? I don't see a difference if I switch them.
