Border art around text boxes

I want to place border art around text boxes rather than the ugly plain
borders that are normally available in Word. How do I achieve this?

You don't--at least not in Word. Border Art is available only for page
borders in Word. In Publisher you can use it for any object and you can also
create new Border Art (which you can't in Word). But see
